The Avengers are getting a talking to about the destruction that follows in their wake.  People are getting tired of all the messes that need to be cleaned up after the Avengers “save the day”.  In order to keep them a little more under control, nations of the world are signing the Sokovia Accords.  This is a way to control the actions of the Avengers. 

When negative externalities occur, we want there to be less of the activity that causes them.  This means we want to try and place the costs of the activity on the cause of the externality.  By internalizing the cost, we should get less of it because now the source of the externality is bearing more of the burden.  In this case, the Sokovia Accords are an added burden to the Avengers presumably reducing the amount of hero activity they engage in.  Surely that’s a good thing.  Right?
