Carol Danvers, aka Captain Marvel, is convinced a young mutant named Ulysses, is seeing the future.  In an effort to stop crimes before they are carried out, Carol begins arresting people who haven’t done anything yet.  Tony Stark figures out that Ulysses visions are not always correct and calls a crowd of heroes together to establish some parameters.  Carol insists that even if Ulysses’ visons are right only 10% of the time, if they can stop bad things from happening, they should be acted upon.  Tony sees this going down a slippery slope toward dictatorship, while Carol just wants everyone to be safe.  As a result, a rift develops between superheroes in the Marvel world.  One group believes safety is paramount and should be valued to the exclusion of personal freedom.  The other group takes a stand on personal freedom over possibly arresting innocent people. This leads to a second Civil War among superheroes.  (The first Civil War was the basis for the Marvel movie Captain America: Civil War.)
 
How much are freedom are you willing to give up for more security is an age-old question.   The opportunity cost of being more secure is giving up some freedoms.  The opportunity cost for more freedom is less security.   This isn’t an easy choice, nevertheless, in a world of scarcity, the choice needs to be made.
