The Green Goblin has the friendly, neighborhood Spider-Man in his clutches, so what does he do? Monologues of course! He tries to convince Spidey that continuing to fight is a waste of resources when they could just team up and take over the city. That would reduce the damage inflicted and wouldn’t that be peachy?
Spider-Man now has to consider the costs of continuing to fight Goblin. The externalities that their tete-a-tetes impose upon the city could be eliminated through a team-up, but does teaming up with your arch enemy to limit damages justify the sacrifice of doing what is right?
